Right to training in Sami
Sami children (children of parents who are in or have the right to be in the Sami population) have a statutory right to receive education in Sami, even if they live outside the Sami administrative area. Education applies to both Northern Sami, Southern Sami and Lule Sami. It is optional which of the languages the children choose, but the right is limited to one Sami language.
Sami education is given as a first or second language. Sami as a second language has different curricula that are adapted to the students' language skills at the start. The advantage of this is that all children who want to learn Sami have the opportunity to do so, no matter how old they are or when they want to start training in Sami. At the primary school, the guardians decide whether the children should learn Sami, while it is the young people themselves who decide this from the 8th grade onwards.
Askøy municipality wants as many children as possible to start Sami education in the 1st grade, but it is also important to know that it is possible to have their first year of Sami later in the school year
Children who already speak Sami when they start school can choose to have Sami as their first language and Norwegian as their second language. They can also choose to have both Sami and Norwegian as their first language, which means that they will receive more hours of teaching than other students.
All Sami students can start Sami education at any time during their schooling. Sami language choice and the age of the student will have an impact on how the training is organised.
Enrollment takes place by contacting the student's school by 15 March for commencement from the start of school the same year.
After registration, the school and school owner will arrange for Sami education to start. The teaching can be organized at the local school, together in one school, or as alternative forms of education such as distance learning.
Deregistration from Sami education takes place by reporting to the school by 15 March for termination at the end of the school year in the same year.
Children who do not use Sami as a first language/everyday language start with Sami as a second language at school. The guardians can then choose between Sami 2 or Sami 3. Sami 2 provides the greatest language competence and is recommended. Sami 3 may be suitable for students who need more time or who start with Sami education later in their education, e.g. towards the end of primary school or at the start of secondary school.
The best understanding of Sami is gained by choosing Sami as a first language and Norwegian as a second language throughout the course of education, or Sami and Norwegian as juxtaposed first languages.
Pupils with Sami as a second language can either choose Sami 2 or Sami 3 in primary school.
The competence targets in the curriculum for Sami as a second language have nine levels for completing the subject:
- Competence level 1-3: Sami 2 (primary school), Sami 3 (junior school), Sami 4 (secondary school)
- Competence level 4-6: Sami 2 (junior school), Sami 3 (secondary school)
- Competence level 7-9: Sami 2 (secondary)
Children and young people who receive education in Sami as a first or second language are exempt from foreign language/language immersion/work life subjects, but have the right to choose this if they wish. They can also be exempted from training and assessment in written secondary objectives.
