Landlord regulations

1. Tenants

Tenants also include those who borrow the buildings for free.

1.1 School facilities, rooms and equipment can be rented and lent to teams and organizations that provide cultural and sports services. Offers that are not linked to established teams and organizations can also be applied for and prioritized. When allocating times, the age of the children must be taken into account.

1.2 The school's and the collaborating bodies' own arrangements take precedence over any rental and lending. The lessee must be notified of the change in rental and lending conditions with 2 weeks' notice.

1.3 Approved student associations have the right to borrow school premises and equipment cf. Act on adult education chapter 2 with regulations.

1.4 The rules apply to all schools in Askøy municipality. Special rules apply to sports halls at schools that are rented out by Askøyhallene.

2. Routines

2.1 The principal decides which rooms at the school cannot be rented out. The school's cooperation committee and local teams and organizations should be involved before a final decision is made. In assessments, emphasis may be placed on the school's own use of premises, the security of student information, and the security of valuables.

2.2 The principal decides on applications for permanent rent and loans of school facilities, rooms and equipment for one school year at a time after consideration by the school's collaboration committee. The school principal and the cultural director is the appeals body. Applications for fixed rent or loans must be sent to the school by May 15th each year.

2.3 The principal can also rent or lend school facilities, rooms and equipment outside the fixed schedule for the school year.

2.4 Askøyhallene rents out sports halls connected to school buildings (Fauskanger, Tveit and Kleppestø).

3. Rental period

3.1 Applications can be made for 

  • fixed rent for one school year at a time
  • variable rent on weekends and holidays or when the school is vacant during the school year. 

Voluntary teams and organizations in the school district shall be given priority.

3.2 When applications for holiday rentals are to be processed, special consideration must be given to: municipality Need for main cleaning, maintenance, upgrading and holiday arrangements for management and cleaners.

4. Terms of rental

4.1 Applications for the rental of school premises must be made in writing through the municipal system. Information about procedures and regulations must be available on the municipality's website.

4.2 All rentals must have a written agreement. The application must state which activity applies, which rooms are being applied for and who is responsible for the activity. The person responsible must be 18 years of age. If it turns out that the times that have been granted are not used, the school must be notified of this.

4.3 The tenant is responsible for maintaining order and peace during the rental period. They are liable for damages caused to the facilities during the rental period. The tenant is obliged to immediately report in writing to the school any damage to persons or facilities.

4.4 The municipality is not responsible for any damage or loss that the tenant, participants or others may suffer when using the facilities during the rental period. The municipality is also not responsible for any lost property during the rental period.

4.5 The tenant must sign over the key to the school for both fixed and variable rent. Only one key (or card and key) is issued to each person. The key should only be used for the purpose for which it was issued., and cannot be passed on to another person. The key and any card must be returned to the school by the end of the school year at the latest.

4.6 The tenant is responsible for ensuring that the premises are cleaned and, if necessary, mopped and that they are left as they were before the rental. The school, in collaboration with the cleaning department, can make an agreement with users about the loan of cleaning equipment. If several people use a premises on the same evening, each of them is responsible for cleaning up after themselves. Waste must be placed in containers designated by the school. If the amount of waste is large, the tenant must remove what does not fit.

4.7 Cleaning shall generally be carried out as a coordinated cleaning. If additional cleaning, janitorial services or house cleaning are necessary, the tenant is obliged to pay the costs thereof. The principal decides whether such additional work is necessary.

4.8 The tenant is responsible for checking that no one is left in the building, that windows are closed, and that all exterior doors are locked.

4.9 The tenant must pay for any calls that the building owner, fire department or security company must make as a result of an error or failure on the tenant's part. The fire department and security company's rates apply here. 

4.10 Keys that are not returned must be replaced.

5. Lending without payment

5.1 All meetings and events that the schools or partner organizations are behind.

5.2 Classroom environment measures, including birthday celebrations where all girls/boys or the whole class is invited.

5.3 Municipal meetings and events.

5.4 Party political meetings.

5.5 Meetings in the employee organizations in the municipality.

5.6 The Cultural School

5.7 All meetings, rehearsals, events etc. for teams and organizations that are registered in the Brønnøysund register and are domiciled in Askøy municipality.

5.8 Events related to the celebration of public holidays such as May 1st and 17th.

5.9 Loans without payment require that the team has a democratically elected board and that the premises are not used for income-generating activities on a commercial basis.

5.10 If lending entails extraordinary costs for cleaning, etc., the lessee must pay for this. This also applies to those who borrow the school for free. (See sections 4.8 and 4.12.)

5.11 Approved student associations have the right to borrow school premises and equipment, cf. Adult Education Act, Chapter 2 with regulations. Also applies to schools that Askøyhallene KF administers.

6. Rental with payment

6.1 For all rentals not mentioned in clause 5, rent shall be charged at rates set by the municipal council.

6.2 Any unpaid rent may be deducted from the tenant's next allocation of municipal subsidy.

6.3 Rental of sports halls under the auspices of Askøyhallene is invoiced according to current rates.

7. Smoking and drug use

7.1 Smoking is prohibited on school premises and in the outdoor area.

7.2 It is prohibited to use alcohol and other intoxicants on school premises and in the outdoor area. Certain exceptions have been made to this rule for combined facilities. Section 9-5 of the Education Act and municipal council resolution no. 33/99 allow the mayor to grant a mobile liquor license for major cultural and anniversary events.

8. Parking

7.1 Parking takes place in the school's parking lots.

7.2. For larger events, other parts of the school grounds may be used by agreement with the principal. This must not conflict with the school's own use of the grounds.

7.3 Parking on the school grounds is at your own risk.

9. Reactions to violations of the rules

9.1 In the event of a breach of the rules, the principal may, after having discussed the matter with the tenant or borrower, prohibit further rental or borrowing for a shorter or longer period of time.
