Rental regulations for schools

1. Rent and borrowers
1.1 School facilities, rooms and equipment can be rented and lent to teams and organizations that provide cultural and sports services in accordance with the framework set by the municipal council.
1.2 The school's and the collaborating bodies' own events take precedence over any rental and lending. The tenant and borrower must be notified of the change in rent and the loan relationship in a reasonable time. By reasonable time is meant that they must be given the opportunity to be able to inform the relevant members about the change.
1.3 Askøy cultural school has the right to dispose of vacant premises at the schools for its activities both during the day and in the evening.
1.4 According to what is mentioned in sections 1 and 2, priority must be given to lending for other open activities for children and young people, organized and unorganised. When assigning time frames, the children's ages must be taken into account.
1.5 Approved student associations have the right to borrow school premises and equipment cf. Act on adult education chapter 2 with regulations.
2. Landlord and lender
2.1 The headmaster at the individual school decides on applications for fixed rent and loans of school facilities, rooms and equipment for one school year at a time. The head of school is the appeals body. The plan for permanent letting and lending is submitted as a notice to the cooperation committee at the school. Applications for fixed rent or loans must be sent to the school by 15 May each year.
2.2 The principal can also rent or lend school facilities, rooms and equipment outside the fixed schedule for the school year.
2.3 The school must have documentation for all rentals and loans.
3. Rent and loan period
3.1 Applications must be made for a fixed rent or loan for one school year at a time.
3.2 Voluntary teams and organizations must be ensured the possibility of random hire or loan of school facilities, rooms and equipment throughout the year.
3.3 When applications for letting and loans during holidays are to be processed, special consideration must be given to the property and cleaning department's need for time for maintenance, upgrading and general cleaning.
4. Terms for rental and lending
4.1 Applications must be made in writing for all rental and lending on an electronic form available on the subject department's website. The application must state which activity applies, which rooms are applied for and who is responsible for the activity. The person responsible must be 18 years of age. The application must contain name, address, telephone number and e-mail address. If a club applies for rent or a loan for several teams, a weekly schedule must be attached in which the teams and the person responsible for each team appear with their name, address and telephone number.
4.2 The rental contract must be used for rental and lending. If it turns out that rental or loan periods that have been granted are not being used, the school must be notified of this.
4.3 Renter and borrower are responsible for peace and order during the rental period. They are fully responsible for compensation for damage the rent and the borrower, participants and others inflict on the facilities during the rental and loan period. The renter or borrower is obliged to immediately notify the school in writing of damage to persons or facilities.
4.4 The municipality is not responsible for damage or loss that the tenant, participants or others may suffer when using the facilities during the rental or loan period. The municipality is also not responsible for lost assets during the rental or loan period.
4.5 The lessee and borrower must sign off on a key at the school for both permanent and casual loans and rent. A municipal receipt template must be used. A deposit of NOK 200 is required for each key and key card. Only one key (or card and key) is given to each person. The key must not be passed on to another person. The key and any card must be returned to the school at the latest at the end of the school year in exchange for a deposit.
4.6 The headmaster decides when the fixed loan will end in the evening. The use of the premises or facility must end at the latest when the lease or loan period expires.
4.7 As a rule, the cleaning must be carried out as a coordinated wash. The tenant and the borrower are responsible for ensuring that used premises are cleaned and possibly mopped and that they are left as they were before the lease or loan. The school, in collaboration with the cleaning department, can make an agreement with users about the loan of funds and equipment for cleaning. If a room is used by several renters or borrowers on the same evening, each of them is responsible for cleaning up after themselves. Boss must be placed in containers designated by the school.
4.8 If it turns out that extra cleaning, janitorial services or house cleaning is necessary, the tenant or borrower is obliged to pay the costs of this. The headmaster decides whether such extra work is necessary.
4.9 The school must have its own protocol, possibly several, where all loans and tenants sign in and out with the date, time, name of the team/organisation and the person responsible's signature.
4.10 The renter and the borrower are responsible for checking that no one is left in the building, windows are properly closed and all external doors are locked. If this is not complied with, the renter or borrower is responsible for compensating expenses incurred by the municipality as a result of failure here.
4.11 The tenant or the borrower must pay for any call-outs that the municipality has to carry out as a result of an error or failure on the part of the tenant or borrower. The minimum rate is three hours for each outing (separate rate for weekends).
4.12 The hirer or the borrower must pay for any calls that the fire brigade or security company must make as a result of errors or failures on the part of the hirer or the borrower. The rates of the fire service and the security company apply here.
5. Lending without payment
5.1 All meetings and events that the schools or partner organizations are behind.
5.2 Municipal meetings and events.
5.3 Party political meetings.
5.4 Meetings in the employee organizations in the municipality.
5.5 Cultural school activities.
5.6 All meetings, rehearsals, events etc. for teams and organizations that are registered in the Brønnøysund register and are domiciled in Askøy municipality.
5.7 Events linked to the marking of holy and festive days such as 1 and 17 May.
5.8 Loans without payment require that the team has a democratically elected board and that the premises are not used for income-generating activities on a commercial basis.
5.9 If lending entails extraordinary costs with cleaning etc., the borrower must pay for this. Refers to section 4. 8.
6. Rental with payment
6.1 For all letting that is not mentioned in chapter 5, rent must be required according to rates determined by the municipal council.
6.2 The schools must use the standard form "Bill for renting school rooms", which is available in three versions.
6.3 All rental income must be entered as income at the relevant school.
6.4 Any unpaid rent may be deducted from the tenant's possible next allocation of municipal grant.
7. Askøy cultural school
7.1 The cultural school has the right to dispose of the primary school's premises for its decentralized teaching.
7.2 The cultural school can teach in the primary school's premises during the day if there is free capacity.
7.3 The principal of the cultural school reports the need for teaching premises to the relevant schools by 1 May each year.
7.4 Keys and any key cards are printed from each individual school directly to the relevant teacher. No deposit shall be required.
7.5 The Culture School's teachers must have access to staff rooms, copiers, telephones, etc. Expenses are covered by the relevant school sending a bill to the Culture School.
7.6 The school must, in collaboration with the culture school's staff, find solutions to challenges with locking doors in the afternoon and evening.
7.7 The cultural school's teaching must, as far as possible, follow the school route.
7.8 In the event of changes to the timetable at the individual school that have an impact on the School of Culture's teaching, the School of Culture must be informed in a reasonable time.
7.9 When the school needs the premises that the Cultural School disposes of, other premises must be made available to the Cultural School as far as possible.
8. Rooms that are not rented or lent
8.1 Offices, staff rooms, staff workspaces, warehouses and material rooms are not rented or lent.
8 2 The school's staff room can be rented or lent by the headmaster if one of the school's staff is present.
8 3 Special rooms are not usually rented or lent. The headmaster can make exceptions.
9. Smoking and consumption of alcohol
9 1 Smoking is prohibited on the school premises and in the outdoor area.
9 2 It is forbidden to enjoy alcohol on the school premises and in the outdoor area. Certain exceptions to this rule have been made for combined facilities. Section 9-5 of the Education Act and municipal council resolution no. 33/99 allow the councilor to grant an itinerant liquor license for larger cultural and anniversary events.
10. Parking
10 1 It is usual for all parking to take place in the school's car park.
10 2 For larger events, other parts of the school grounds can be used by agreement with the headmaster. Such an arrangement must not conflict with the school's own use of the area.

11. Reactions to violations of the rules
11 1 In the event of a breach of the rules, the headmaster may, after taking up the matter with the tenant or borrower, ban further renting or borrowing for a shorter or longer period of time.
12. Information about the rules for rent and the borrower
12 1 The school sends one copy of these rules to the renter or borrower together with the letter in which they receive confirmation that the rent or loan relationship has been granted.
12 2 In the letter, it must be clearly stated whether it is a loan or rent and possibly how much the rent is.
13. Scope of the rules
13 1 These rules shall apply to all schools in Askøy municipality except one
any lease is an obstacle to this.
